The four minutes and 27 seconds video, shows the 57yr old minister stroking his sexual organ with his trousers down, he's also seen blowing a kiss into d camera as if He captured the show for somebody.
Afterwards he wipes off his produce with a white piece of cloth, drops it in a dustbin and resumes work.
President Kabila, reportedly fired the Minister after the leaked video went viral, on the 30th of April 2016. But we are yet to see his official statement on the sacking.
